Accuracy suggestions please at PW 13/0

This is my 1st outdoor shoot and I’m wondering what improvements I can make. Here is the setup.
.25 caliber Condor, with 95 gram Tony Hammer.
PowerWheel set at 13/0.
Bench rested. 30 yards.
Start at 3000 PSI for each shot group.
Scope adjusted in groups 1,2,3,4.
Targe ring size is 1 1/2 inches.
35.8 EunJuns and 43.2 EunJuns.
This image shows that all (35.8 and 43.2) pellets shot the same 1 1/2+ grouping in groups 1,2,3,4.
Later grouping of 5,6,7,8 also were about the same

Any ideas for better accuracy, when at full power ?
