4500 psi reg fill pressure

I would like to buy a nice cf 4500 tank to shoot my condor with. But I only want to fill to 3000 and output pressure on reg will be 2200 psi. I also would like to fill the tank to 4500 occasionally for longer hunting trips when a refill is not an option.

What do you guys think about only filling the tank to 3000. It will not effect the efficiency of the tank will it? And if any good tanks can be mentioned that would be awesome too.
