Talon SS w/ 18" barrel velocity problems

I have a Talon SS with .22 18′ barrel. I fill to about 2800 psi. I have not ran it over chrony, but shooting its not hard to tell that the velocity is constantly changing. I have a target 15 yrds away. the first 2 may hit high, next one about inch lower, and the next inch lower. Then it will shoot back to original point. I believe the barrel is fine. The reason I say that is you can hear the velocity get lower, then back up. What is causing this? Hammer? Spring? Tophat? Does the hammer need to be lubed? Any info will help. Far as i know the internals are still stock. Got this used.

Be sure your barrel bushings are snug.
Be sure your top hat is not loose. And when you pull the bolt back onto the top hat be sure it goes all the way on top of the top hat and clicks into place
Clean your frame and bolt to make sure it is not chattering in the frame which can alter the velocity. Do no lube anything and be sure all the lead dust and grime is out and everything is smooth.
Be sure to push your cocking knob to the same side each time and do not let it stay in the center while shooting
