how to remove the rubber/foam tank cover without tearing it?

i plan on hydro-dipping the tank on my condor,

but i dont want to rip the rubber/foam tank cover thats on it,

its just a sleeve but it wont budge and im afraid of ruining it.

any tips?

or even ,where could i buy a new one?
then id just cut it off.
