Top Hat or Power Wheel as a constant
Which is better to keep as a constant when fine tuning, the PW or the TH?
Should I adjust the powerwheel from low to high until the peak then leave it alone and adjust the TH until i get max performance or should I do the opposite?
Once I find the right TH setting will have to go back and get the right PW setting again since it will probably be a diff TH setting?

It’s normal for the brass insert to be countersunk below the valve body. Still measure from the brass insert to the bottom of Top Hat.
If the tank is charged, nothing should move. The lateral play is unacceptable. Sounds like the Top Hat is only threaded a few turn onto the stem, maybe why its wobbles. Don’t know, just a guess
When you checked the TH screws were you able to back them out? They are set with lock tight and hard to break free
