Buying an older vs New Condor?

HI EVeryone
Ive been looking for a PCP rifle and I’m almost certain that I want a condor rifle. Someone local is selling an older condor rifle , and was curious if the older condors were different from current production…. The seller has mentioned that they performed an “upgraded the val system to the spin lock” at an extra cost and purchased “valve tips” at extra costs. They also mention a co2 conversion which i dont care about.

My question is, what is this spin lock valve upgrade and valve tips they mentioned? Would buying a new condor rifle already include this? ie, did they purchase an older gun, and since then new rifles already have this?

the seller clearly has some money invested into this rifle, however they are asking for $250 more than a brand new rifle.
