2500 psi peak from hill pump

I just bought a brand new hill pump (with BSA on the side) that will only
pump my Condor tank up to 2500 psi. Do I need to rebuild it or am I not
pumping enough? I shot the gun down to 2000 psi and pumped 250 strokes.
