Accuracy issues with a new Tony shroud
I did my first real shooting since I got my new shroud from Tony and I set my .22 condor on a benchrest and set up a target about 30 yards out. I couuld get some real tight groups but I would get a couple fliers a couple inches off pretty consistantly.

I understand what you are saying. You just didn’t make it clear that the frame is flexing and moving the barrel which is then clipping the shroud. That is probably why he is getting odd fliers, because he puts different amounts of pressures. Try resting the rifle on the handgrip.
If you are ‘trying it’ with the gun in your pic then no comparison to a shroud setup.
If there is ANY flex in a shroud setup a clip is gonna happen.
take off the shroud and double check barrel.
Yes I know what it is, and it wont effect accuracy that much.

There is no way that setting it on a benchrest would make fliers that madly, I have tried it and it would stay under an inch easy at 30 yards.

Where and how much pressure are you using where it contacts the ‘benchrest’ ???
If you are supporting that gun in front of the forward barrel bushing, and varying the pressure you could get the odd flyer from a clip that you are getting.

I would do the same thing, but also try shooting shooting some groups after rotating it pi/2 radians. Rotate, shoot group…. Rotate, shoot group. You will hopefully find a place where it does not shoot fliers.
It is possible that your barrel is not lined up with the frame.
Remove your tank and look through the bore as you rotate the shroud..
It must be a clear path without any shadowing.
But tight groups are not a sign of clipping
