AF tank will not fill from scuba

Hello everyone. I have an AF Condor that I’ve been trying to fill from a scuba tank because the AF tank is expired and needs hydroed. Just had the scuba tank hydroed and filled to 3,000psi. I’ve used the scuba set up before with no problems. Now, I cannot get the AF tank to take air. Disassembled the valve assembly to check for problems and found none. Anyone got an idea as to why the AF tank will not fill?
