Can you ship empty CO2 bottles via air?

I have friends who traveled with small scuba tanks for rebreathers while going overseas, all that they do is remove the tank valve.
I would think it would be ok if you removed the valve or regulator, if there is no pressure in the bottle there should be no danger to anyone.
