First shots

I shot the condor for the first time Sunday, putting about 25 h&n barracudas through the gun. About 35 shots have been fired since I got it.
It is a .25, with the wheel set to about 10. I was filling to 3,000 and refilling when it got to 2500 or so.
I did not shoot enough to get a scope setting I was satisfied with. However, at 25 yards I was getting groups about 1 inch. From what I’ve read that is more like a 50 yard group, or even 75 yards?

Is this right? I did not get the same “feeling” about accuracy I get from shooting the .25 Maurader. I expected a bit better. But I am new to the gun and understand there are many variables given different pellets, distances, wheel settings and velocities. (I am beginning to dislike PCPs very early in my career with them given the extreme hassles involved with carrying a tank and the variations compare to a springer.)
If this is not good accuracy, how do I know if the problem is me, the gun, the settings, or the $90 UTG scope moving the aim point?

im looking at Hawke airmax line, hearing great stuff about this scope thats designed for air rifles.. maybe alittle outta of what you want to spend thou idk..
