Houston we have a problem….. HOUSTON!
OK so I…. polished the Tophat stem, put on the “O” ring and set the Tophat. Now just put the Tophat back in its hole and push down with breech as far as it will go, fire twice so that the Tophat sets itself and hey presto we’re in action. NOT!!!The Tophat isn’t going in far enough for me to disengage the safety to fire the rifle no matter how much pressure I use. And Genius tightened the Spin Loc tank so tight he can’t get it loose again.
Could this be the problem… over filled (I got it like this) did polishing remove any anodising or must the stem be lubricated as well?

So I had a similar issue when installing mine, not the overpressure one.
Keep working with the bolt sliding it back and forth using its weight to push it in. After a little while, it will be in far enough you can dry fire it.
