Missing bolt oring, or a I dumb

Is there supposed to be an oring that seal between the bolt and brim of the top hat?
every time I try to put on in the recess, the bolt won’t lock up and i’m using a rather thin oring.
Does it not seal this way?
or is it made of black plastic and it’s there, but i’m just dumb?

Dont put an oring there.
The orings are inside the bolt and are actually what the bolt rides upon on the barrel.
