New Talon SS setup help needed

I need some help from the brain trust. I have decided to purchase a TalonSS in .22 and set it up to shoot around 700fps using 14.3 gr. pellets. The main use for this air rifle will be for shooting sparrows, starlings, and the occasional pigeon. I would like some opinions on how best to achieve the desired velocity and most consistent shot count. Would I be best off installing a regulator and if so, at what psi? Or can the results be achieved using just the top hat setup? I would like a fairly large shot count but I know there are sacrifices that must be met. The other option would be a CondorSS to take advantage of the 18″ barrel but I believe the valve and hammer would also need to be changed out.
