Normal fps?
Original condor .22, 24″ barrel, on piece top hat, 95 gm slap-mod hammer with power spring, polished barrel narrow portion (can’t remember the term for that area), Talon Tunes original long ass moderator, powerwheel set at 9, 2700 lbs tank fill, 35 degrees outside, 32 gr eun-jin pointed pellets
I just added the hammer and spring, only getting average of 868 fps. is this normal? was hoping to be closer to 950+. What am I missing?

That is definitly low. Not sure if its due to the freezing temps. Never shot that cold but with that set up you should be close to 70 fpe.

tophat with insert restriction? travel length? i have no clue as i never use talon tophat. whats the ID? is the size all the way to the stem. if u increase the pw would it still helps?
