Question about bolt position..

Ok ive adjusted my Tophat to the 0.70mm suggested in the guide and it allows for a bit of bolt play…Should I pull the bolt back as far as it will go or only to the locking cutout?? The top was set at over 2.00mm…Could this be the cause of the excessive noise??
