Shims

I have an o-ring behind my top hat to decrease velocity but the consistency of the shots are not that great. I read about using shims behind the top hat, will this be better than the o-ring since it is not elastic and will it improve consistency?
What type of material should the shims be made of (metal, plastic)??

I use delrin. All the valves I make are one piece stems and I use spacers to set the tophat gap. I build them so the breech closes tight against the tophat. Then I set the tophat with shims. The .308 valve I just built has shims to set it at .060″,.075″,.080,.085″,.090″, and a .100″.

i think that elasticity contributes to the bounce, closing the valve faster.
