Xenon Lamp + IR Filter

I was given your address as I was looking for answers on nightvision.
I was looking for an IR solution, and I thought I might manage to build up my own.
So I took my riflescope, a sutter (very cheap but correct quality) 4-12*50, I bought an IR filter for photography (Hoya IR72), and I bought a torchlight on ebay, Xenon bulb, 120 lumens with IR filter (850nm).
As you may guess from my coming here, this is not working at all.
When i light it up in daylight, if I look at the lightbulb, I can see a faint red light, which I guess I should not see, if it was truly IR.
However, if I direct the light to my webcam, I can see a bright beam.
Also, the IR filter (which was not in the original package of the lamp) is very thick, and I can see it has been cut by a human, not a machine. This makes me wonder about its quality.
So…have anyone of you tried a similar item?

And is there a chance that my system works? If so, what should I do/buy?

An IR laser works too. Not too expensive.
