Yes it is locked for UK rifles with a limiter to keep it from going above 12ft/lbs. Though I stand by what I said it HST adjuster is reversed. Counterclockwise twist (increase) Clockwise (decrease).

It has to do with the location. Adjusting HST from the front of the Leshliy increase your pulling the spring towards you so…(counterclockwise) so compared/instead of a HST from the back of a rifle your pushing the spring (clockwise) increases power.
